The following information has been compiled to share with you some of the accomplishments your Union representatives, officers, stewards, contract negotiation team members, and site representatives have made on your (members’) behalf since last August.
The Union Representatives Conducted:
4 Steward training Classes attended by 22 members. As a result Local 1010 currently has 17 stewards at 15 work sites, and 15 Site Representatives at 13 work sites. The names and locations of these are listed on the attachment;
2 Negotiation team member training classes attended by 7 members.
These 7 members and 2 Business Representatives of the Local 1010 Negotiation team represented all 3,000+ Support Staff employees during the 6 Contract Negotiation meetings with the School Board’s negotiating team. As a result, the Local 1010 team reached a Tentative Agreement with the School Board’s representatives during the February 28th meeting.
The following are a few of the changes which we agreed to and was voted on and approved by the Support Staff employees on March 19th. It was approved by the School Board on April 9th. 25 changes were made to the agreement; including change from 1 to a 2 year contract (now expires Jun 30, 2014); 10 hour employee breaks from 2-10 minutes to 2-15 minute; non-discrimination language added – issues in past, now we can file grievance; all support staff to receive e-mail address on July 1, 2013 and will have access to a School Board computer for easy access; changed 1 paid holiday from Good Friday to Veterans Day; a 1% of gross pay bonus (which counts toward retirement – new rule) effective July 1, 2012 which you should have seen in your pay on May 15; effective July 1, 2013 a 1.5% salary increase (each cell in each step increased) - all 3204 Support Staff employees in the bargaining unit will receive these pay incentives; on 6/11/13 the Superintendent announced an offer to the Brevard Federation of Teachers (BFT) of a total 4.5% increase effective 7/1/13, and new equity language in our contract will automatically insure the same percentage increase for Local 1010 Support Staff employees. Until the issue of a percentage increase is resolved between the School Board and BFT, our increase is on hold. Whenever that is resolved we will automatically receive the same percentage increase that the teachers get. We do not have to negotiate any additional increase, and will get the increase retroactive to July 1. We have copies of the proposed increase salary schedules here in the Cocoa Office. If you’d like to have one, please stop in for yours.
Submitted 1 Memo for Mandatory Impact Bargaining on possible layoffs identified after bargaining completed; 2 Memos for Mandatory Impact Bargaining for Office Clerk and Bookkeeper positions slated for reduction in time worked from 12 months to 11 months. We have been working behind the scenes to keep the 70+ Media Assistants from losing their jobs, and the Office Clerks and Bookkeepers from being cut back to 11 months. On June 27th the School Board approved a budget which keeps the 70+ Media Assistants working and the Elementary Bookkeepers working a 12 month schedule. Unfortunately we weren’t able to save the time for the Office Clerks and they will begin working an 11 month schedule.
Using the Labor-management Cooperative concept the following discipline cases were changed for the better with our involvement:
1 Termination reduced to 3 day suspension and move to another work site;
1 Termination overturned (no discipline at all);
1 Reprimand reduced to a Summary of Conference;
1 Termination allowed to go on extended leave of absence in lieu of discipline;
1 Termination overturned (no discipline at all) – moved to another work site
1 Oral warning overturned (no discipline at all)
1 Oral Warning reduced to writing overturned (no discipline at all)
1 Termination reduced to a Summary of Conference
We’ve been able to resolve 8 pay issues, 2 for members and 6 for potential members, which resulted in 6 more employees being identified and also being upgraded based on the fact that they were working outside of their work classification. Additionally, all 8 received back pay to 7/1/12 for a total of more than $11,000. No grievances were filed in these cases.
The Annual Picnic is scheduled for September 21st sponsored by the International Union of Painters and Allied Trades (IUPAT), District Council 78 for all members, including those here at Local 1010, Brevard County Schools Support Staff. The picnic will be at Fox Lake Park in Titusville from noon-5pm.
